You need to go to the game location, open the folder called game, then
open the folder _FastLoad, then rename the 2 files inside to any name without changing their extension (.pak), and it will work, enjoy :) -

I encountered the same problem with this game.
I sent a message to "Just For Game" who tried several times to provide me with solutions.
Unfortunately, nothing worked.
While searching the internet (thank you internet), I found a video in English, and here is the detailed manipulation (in French) to execute:
- launch "Regedit" by pressing Windows+R in "Run" or "Windows Search" (under WIN10) then Enter
- go to "HKey Current User" then Enter
- go to "Software" then to "City Interactive" and then to "Sniper Ghost Warrior 2"
- right-click on "r_Driver" then "Modify"
- change DX11 to Dx9 then "OK"
- all that's left is to launch the game.
It worked for me, I hope it will be the same for you.
