Upload a passport photo scan

Hello,

Following new directives within the organization where I work, we need to scan ID photos to put them in a specific format (300 dpi, 416x531 pixels). The problem is that the two scanners we have to use for this (an Epson Stylus SX 215 printer and a Canon copier) only scan in recognized formats like A4, B4, etc., which means we end up with a lot of white space around the photo. This is not good since we only need the photo part.

And since I'm not the one responsible for the whole procedure, but rather the person who will be handling the incoming individuals with their photos, I can't teach them how to use software like Photoshop or anything else...

In short, all this long speech is to ask if there is software, or a trick, to keep only the ID photo standard from an image file containing a photo in one corner.

These photos will have no value as long as they do not comply with the standards, of which here is an excerpt:
"The background must be solid, in a light color (light blue, light gray). White backgrounds are prohibited."
