How to change Windows 7 Professional to French?

Hello,
I would like to know if it is possible to set Windows 7 Pro to French, knowing that unlike others, it does not have the changes display languages menu?

    With a small software called Vistalizator that works with Windows Vista and 7

    1* Download the French language pack: https://www.froggie.sk/download.html

    2* Download Vistalizator: http://www.froggie.sk/download/Vistalizator_1.40.zip

    3* Follow the tutorial: https://www.froggie.sk/screens.html

    and it works!!!

      You don't need a Vistalisator as starting from Windows 7 Professional, you can execute language patches; however, you would need it for Windows 7 Starter, Home, and Home Premium.

    it mainly depends on which version you have:
    is it the beta or the latest?

    If it's like Vista and if it's an English version that you downloaded, then it can only be in English.

    So in this case, you should have the language options in Regional and Language Options.

    Well, I can put everything in French, except the display language which is in English. Apparently, it wouldn't be possible to change it even though I downloaded the language pack DVD?
    It’s all so confusing.
