Grayed out menus in Photoshop

Hello,
I just started using Photoshop (CS4). I'm only at the beginning of my learning, and to try to learn step by step, I decided to dive into various tutorials, especially those that involve creating shapes and adding various layers (transparency, stroke, etc.).
However, in every case, I encounter the same problem: if I decide to create a new file (let's say 600px * 600px), I absolutely cannot manipulate it. Most of the menus (including the one related to layers) are grayed out. I tried unlocking the layer (which seems to be partially locked) without success. The lock icon won't respond.
What surprises me is that if I import an image, I don’t have this issue at all.
Have I missed a step?
