Set Print Size

Hello,
I'm desperately trying to print photos at the size I want, but I can't seem to do it.
It is absolutely necessary that these photos are to the desired size because they need to fit into frames.
The problem is that I can't set the desired size before printing.
I tried selecting "customize" in the print options, but the size I want is too small (5.7cm x 5.7cm). I can only go down to 8.9cm in the options, no lower.
Is there something I missed in the print options that would allow me to achieve what I want? Is there a software (such as paint, picasa, or any other free software) that would allow me to do this?
And finally, is the size of the photo displayed on the screen with the Windows preview the actual dimension we get when printing?

With PowerPoint, I found a solution but there might be a simpler one. Let me explain.
I crop the parts I don't want.
Then in the "Size" tab of "Format Picture," I fix the width or length while keeping the image's proportions.
After that, I have to play around with the cropping again because my photos are not all square.
It's the part where I need to find the right settings for cropping that takes a long time.
Apparently, the good thing is that the size displayed in this window is the actual size obtained after printing. I only tested it on one photo. I'll see what happens next.
With Word, it's exactly the same principle, isn't it?
