Mon panneau de configuration ne s'ouvre plus

Bonjour,
Suite à une malencontreuse réactivation des mises à jour de vista, je ne peux plus ouvrir mon panneau de configuration, ni ouvrir les applications qui s'y rattachent par aucun autre moyen. Lors de ma première tentative d'ouverture le panneau s'est ouvert mais rien à l'intérieur, je l'ai donc fermé en me disant que c'était un bug, mais depuis le panneau s'ouvre et se referme tout de suite. Je voudrai bien faire une restauration de système mais je n'ai pas de point de retour avant cette manipulation. J'ai parcouru pas mal de forum et n'ai trouvé aucune solution.
Pourriez m'aider svp? Merci à tous ceux qui voudront bien se donner la peine

désolé, la solution avait été donné par mick76, je me permets de la recopier ici :
Le problème que vous rencontrez actuellement est lié à l’un des programmes fourni par Microsoft Windows Vista en Service Pack 1, « Windows Search 4.0 ».
Voici la procédure à appliquer pour corriger définitivement ce souci et retrouver toutes les fonctionnalités de Windows:
1. Téléchargez et enregistrez le patch sur le portable via le raccourci suivant :
http://download1.msi.com.tw/files/downloads/uti_exe/remove-online.zip
2. Décompressez le fichier téléchargé.
3. Entrez dans le dossier « remove-online » et exécutez le fichier « remove ».
4. Windows aura besoin de votre autorisation pour exécuter le programme, cliquez sur « Continuer ».
5. Attendez un petit instant puis Windows redémarrera automatiquement.
La procédure est terminée, Windows Vista est à nouveau fonctionnel dans sa globalité.

J'ai fait ce que tu as dit mais rien de neuf. A part que en mode sans echec par contre mon panneau de configuration s'ouvre... le mystère s'apaissit pour moi!

Un ami a acheté un pc Vista en decembre et j'ai eu le même souci que toi en voulant lui installer des programmes, après la mise à jour il y a des souci du côté panneau de config. Il a rapporté son pc au magasin, qui a reporté le pc à la maison mère et il y aurait un vice de fabrication.
Je te conseille d'en faire autant.

Pour le moment si je pouvais éviter le retour constructeur... la dernière fois que j'ai essayé je n'ai jamais reçu mon pc, ils l'ont perdu!
J'ai essayé d'exécuter en tant qu'administrateur et ça a donné le même résultat: fenêtre noir, mais pas de demande d'autorisation, ni de redémarrage.
Merci d'essayer de résoudre mon problème.

puis tapes msconfig
vois si tu as une ligne Windows Search 4.0
decoches la
redémarres
si tu as le panneau de configuration a ce moment la, tu désinstalles Windows Search 4.0

J'ai téléchargé le fichier et l'ai lancé. Une fenêtre noire apparait brièvement mais pas de demande d'autorisation ni de demande de redémarrage. Donc toujours pas de panneau de configuration...
