Just to clarify matters.
Basically this is a problem with Starhub's transparent proxies.
From my observations:
Starhub basically load-balances all port 80 connections to a pool of transparent proxies.
Each proxy server handles certain destination routes.
Some of these proxy servers are having the following problem where the URL is re-written with the base server removed.
So:
http://xxx becomes http://
http://xxx/ becomes http:///
http://xxx/yyy becomes http:///yyy
Obviously http:// without a server name and http:/// are invalid URLs and this is what causes your browser to throw an error message.
Different IPs have a different pool of transparent proxies. So the key is to get a new IP address that hopefully uses a different pool where all proxies are working correctly.
Alternatively, you may need to use a third party proxy server to access affected destination IP addresses, or VPN into a third party server and use the VPN connection to access the net.
