GTA IV PC / How to dial a number?

Hello, I would like to know how to dial a number in GTA IV on PC. I know how to call from the directory but not how to dial a number like 911. Thanks to anyone who can respond. 
Configuration: Windows Vista Internet Explorer 7.0

    I had the same issue as you, no way to dial a number, but the solution is simple: you have to complete the first mission, then the phone becomes active and you can dial any number you want by pressing the "up" button twice.
    If you're at the beginning of the game, the phone doesn't work; it only shows "multiplayer" and "video"
    Complete the first mission and it works perfectly.
