Regarding TomTom traffic connections on the car radio, there's no need to look for French legislation as it is still prohibiting TomTom from broadcasting on the radio. The music plays, but the commands don’t work. I just called TomTom and, well, it's a mess in France.

After speaking online with TOMTOM technical support, the update only overwrites the Radar data we have on our GPS devices, and they do not plan any real update (risk zones) of the system for at least 2 months.
