Power strip with switch + surge protection = ?

Hello,
I just wanted to know: all the accessories of my computer, and my computer itself, are plugged into a power strip that has a switch (you know, the red one, with a light that shines when it’s ON)
my question is: when the switch is OFF, are my devices protected from surges and lightning? I have often asked specialized sellers but none have been able to answer me: all "assumed" that yes, but that an electrical shock could cause some sort of jump between the two poles disconnected by the switch in the power strip and thus the devices might still get fried ...
If someone knows the answer to this little question ... I thank you in advance :)
(I also have another question posted on the Windows forum, if you have time to take a look ... because that one is a really big problem! ;) )
