Marriage in The Sims 1

Hello,
I own The Sims 1 Deluxe Edition, my sim is in love with another sim, but whenever I ask that other sim if they want to get married, they say no, even though I have a red heart under their icon in friends and they have one too! When should I ask them? 
Configuration: Windows XP Internet Explorer 7.0

    Both Sims need to be in good condition (well-fed, no urgent needs, in a good mood, etc...)

    Yes, but how do we know if the other sim is well-fed, in shape, and not in urgent need? My sim is always in great shape, and I'm trying to marry her with HEARTLEARN, but I never know if he’s doing fine... how can I see that?

    Pour se marier dans Les Sims 1, il faut que les deux sims aient atteint un niveau d'amour élevé. Une fois que cela est fait, vous devez effectuer l'interaction "Demander en mariage" avec le sim que vous souhaitez épouser. Cependant, il est important de noter que Les Sims 1 ne permet pas les relations homosexuelles.
