How to remove shield from icons

Hello, I bought a laptop with Vista a few days ago and the icons on the desktop almost all have a four-colored shield, which is tiring because a security window asks me each time if I can open it, and when I accept, the software is still stuck at the startup of the installation. I even disabled the firewall and restarted the computer, but nothing works!

The icons with a shield mean that you need administrator rights to open them, hence the confirmation requests that appear.

As for me, following a trial of the highest security, the shield only remained on the "System Configuration" icon in the taskbar (which I placed there myself) after I set the security back to the lowest level. I managed to remove it using the following method.
However, I don't know if the shield will reappear after restarting following a change in the User Account Control settings.
The method will clear the desktop (kill explorer) before restarting the system.
1. Make sure you have chosen the lowest security ("Never notify me") in the User Account Control settings (user accounts).
2. Open the command window (Start > Run > type "cmd" > OK).
3. Type the following commands, pressing "Enter" at the end of each line.
taskkill /IM explorer.exe /F
CD /d %userprofile%\AppData\Local
DEL IconCache.db /a
shutdown /r
