In order for your hotel to reach 100%, you need to progress in the game, and at one point, a girl named Ava Cadavra will come and ask you to build her a new room. After you build it, your hotel will be at 100%.

Salut, j'ai un problème, c'est quand le maire est en colère. Ce n'est pas la première fois, mais c'est la deuxième fois qu'il est tout le temps dans la mairie. Je n'arrive pas à le calmer et quand je veux cliquer sur les boutons qui clignotent, je ne peux pas parce qu'il y a tout qui clignote en même temps. S'il vous plaît, répondez-moi, c'est très important. Merci d'avance.

I have The Sims in Zarbville on the Nintendo DS, and I had the same issue as you.
I couldn't raise the % so for that you just need to go to the town hall and sell some fuel, and you build rooms, a gym, lounges... and your % rate will increase all at once.
