On your mobile phones, use the format with "+33" at the beginning, followed by the 9 digits of the number without the zero. This international number will be recognized when calling from France, as well as from outside France. To type the "+" on your mobile, press and hold the "0" key for a few seconds (the "0" will transform into a "+", and you just need to input the country code 33, then the French number without the zero, which is just a selection prefix).
Depending on the country you are in (the network you are connected to), the local operator will automatically replace the "+" with the appropriate digits to obtain the international format (00 if you are calling from France, 011 from the USA, etc....) before the country code; however, if you are in France and calling "+33", the French operator recognizes that it is a French number and will automatically replace it with "0".
Be careful in the UK, the initial zero of phone numbers must be dialed even from France or another country because it is part of the phone number (for compatibility reasons with the current British numbering plan), although technically it is also a prefix (but one among others).
Example with 01 22 33 44 55, which becomes +33 1 22 33 44 55!

French short numbers (fewer than 10 digits) cannot be called from any country other than France (or even from another operator than yours in some cases); none of these numbers may start with "0" or "+".
In your contacts, leave these short numbers unchanged. If you want to call a French special service with a short number from abroad, check this service before your departure from France to know an equivalent long number of 10 digits.
Many French "green" numbers (0 800 123 456 for example) cannot be called from abroad, leave them in your phonebook in the format "0800123456". But sometimes it happens: you still pay the "roaming" charges to France on your mobile bill, and sometimes even a surcharge compared to a call to a geographic number (01 to 05) or mobile number (06 or 07).
