How to set Xubuntu to French?

And why not download it in French???

So that's what I'm doing... except that when I click on 'language support', I don't have a list that appears but a kind of message box: 'Enter your password to perform administrative tasks.'
And in small: 'The application '/usr/bin/gnome-language-selector' lets you modify essential parts of your system.'

So I put in my password as requested... I click on the 'ok' button

...and ...and...snif! The message box window closes and I'm back to square one! Still all in English...

What to do??"
