Taskbar very slow at startup

Hello,

I have disabled as many startup programs as possible (start, run, msconfig)
+ disabled a large part of the services (start, run, service.msc)
but when starting the computer, the taskbar takes an infinite amount of time to display.
Could it be a virus, or should a cleanup be performed (e.g. with CCleaner...)

      I defragmented my disk last week.
      I ran a scan today and a message tells me that it's not necessary to defragment

        Have you previously installed interfaces (like to make the PC look like Vista or Mac...)?
        What antivirus do you use?
        What firewall?
        Do you have many programs that launch automatically at startup?
        What is your PC's configuration?
        After startup, without launching any additional programs beyond those that launch automatically, how much RAM in MB is being used by your PC? (check in control panel or press ctrl+alt+del)
