I had the same problem,
I had dragged my tool windows to the Windows taskbar and could no longer retrieve them.
I had to increase my screen resolution in order to reach the bottom of the photoshop screen.
Right-click on the desktop
properties
settings tab, screen resolution.

They had hidden themselves, those little rascals.

go to window and reset the panels!
