You just need to find observation points (it's an eagle icon on the map) when you do an observation point the area is no longer blurred.

So I recommend:
First, don't worry about the guy who told you to investigate to the south.
Go to the areas on the map where it's blurred then find a tower or something high to climb.
Do several and you'll have informants, items to steal, conversations, interrogations, etc...
