Non, il ment. Il faut avoir vu tous les Pokémon du jeu. Tu dois aller voir le gars qui est dans la maison de la vieille au Pokémon à Céladopole. Au troisième étage, il y a cinq gars. Va voir celui du milieu, et après, va voir ta mère. Elle va te donner un passe bateau, et va à Carmin-sur-Mer et prends le ferry. Il t'emmène à l'île Orange, et il ne te reste plus qu'à gagner les badges, et la Ligue Orange est après. Là, tu auras vraiment terminé le jeu.

I think this will appeal to anyone who doesn’t want to buy an Action Replay and all the fans wanting an authentic one!
For my part, I think it's a bug, but in any case, it’s a bug that works, since I've tested it, and I was able to catch Mew without an Action Replay.
This code is valid for the Blue/Red and Yellow versions.
The trick is quite complex and requires restarting a new game to avoid messing it up.
Preparation:
- Make sure that while crossing the "trainer corner" after the Nugget Bridge north of Cerulean, you do not fight a trainer (the one facing away in this image, closest to the hero). It's the one looking up and has a level 17 Krabby.
- Make sure not to battle the "GAMBLER" (it’s an old man) facing a house on Route 8.
- You need to have HM02 (FLY) and have taught it to a Pokémon that you will carry with you during the trick.
- Make sure to stock up on plenty of good Poké Balls!
The trick:
- Now, go into the house in front of the Gambler (Route 8) - which you absolutely must not have fought - which is actually the tunnel leading to Celadon City.
Inside the house, save your game (it's safer).
- Exit this house, take one step and press Start almost at the same time, so that the Gambler doesn’t have time to battle you (technical note: the game loads the step, the Start Menu, and then the GAMBLER, so he is "out of time" for his challenge).
- Use Fly to Cerulean, then go to the spot where you didn’t battle the trainer.
- Move away from him (so that he moves to challenge you, otherwise the GameBoy glitches), then defeat him.
- Once that’s done, Fly to Lavender Town, then walk to Route 8.
Upon entering, the Start menu appears without you having asked for it...
- Press B, and ... MEW APPEARS!
It's at level 7 and has only the move Pound.
To catch it, it's simple: blast it with Poké Balls!

About Mew in the yellow version, it works perfectly (I have one at level 68) and for the magnetic card, you just have to look in the building, it's pretty easy to find.

Pour cloner des Pokémon dans Pokémon Jaune, vous devez suivre ces étapes :

3. Allez à l'ordinateur et choisissez l'option pour déplacer des Pokémon.

5. Au moment où l'écran de chargement apparaît, éteignez la console.
6. Rallumez la console et accédez à votre PC. Vous verrez maintenant que le Pokémon est dans la case où vous l’avez déplacé, et si vous avez fait les étapes correctement, il sera également dans la première case.

I'm currently trying on the yellow one but no response, I can't load the step then the start menu fails every time. Luckily, I'm not stupid because the guy forgot to mention that once you enter the house, before going back out, save your progress so if you fail, you don't have to start all over again. That's it.
