You need software that allows you to configure compression. By right-clicking on an item, you should find a command like Add to archive. By selecting it, a window should open, allowing you to make adjustments. The compression rate is determined by the option chosen in a menu called Compression method or something similar (you can also access these settings by running your compression software through a shortcut. You then need to select the item to compress in the window and click on "Add" in the toolbar).
The dropdown menu allows you to choose from several methods, ranging from the fastest to the slowest. The best compression rate is achieved by the slowest method.
That said, compression is not only used to reduce the size of items. It also allows you to group several items so that they constitute a single file. This enables you, for example, to send folders over the internet or to burn to disk items with names not recognized by the burning software. Therefore, it is not always necessary to have a high compression rate.
