How to delete my file VTS_01_1.vob?

Hello,

I have a problem with a VTS_01_1.vob file of about 1GB.
The issue is that I cannot delete it. When I try to delete it, Windows tells me: "Unable to delete VTS_01_1: this resource is being used by another person or program. Close any programs that might be using the file and try again."
I have terminated all the processes I could, but still unable to delete it.
How can I delete it?

    Hello,
    You need to close the other sessions.

    PS: When you want to delete it, press shift+delete (to delete permanently, without going through the recycle bin).

    Hello,

    I just tried safe mode and I'm encountering an issue.
    I also closed all sessions and it hasn’t changed anything.

    Thank you for your help with perhaps some new solutions.

    Perhaps by using a Linux live CD, you can access your hard drive, and since Windows is not running, you should be able to delete it without any issues.
