Stuck on black screen with cursor after Dell logo

Hello,
I want to clarify that I have already searched and followed other posts or tutorials for this problem, but either it is not the same case, or the proposed solution does not work, so I am presenting my issue.
Upon startup, my computer goes past the "Dell" logo and then shows a black screen with a cursor that I can move, and a small blue circle that indicates it is working, appearing and disappearing regularly.
I have tried rebooting or leaving it for several hours to see if it would finish, but nothing.
I ran a diagnostic by pressing the F12 key. It is OK ????.
For additional context, I recently replaced my SSD with a new one that I cloned, but there hasn't been a problem since; my PC has started successfully about twenty times since.
Do you have any ideas? A solution?

PC model
Windows operating system ...
F12 at boot options
F2 the BIOS... is it on time?
Have you tried booting with the old hard drive?
At startup Shift + F8, something boot mode safe mode?
when the screen is black CTRL + ALT + Delete?

Ah yes, indeed, it's a bit light on information about my PC
Problem solved, but I will add more if I can get some information or answers
in case it happens again
It's a Dell G3 15 running Windows 10 Home
The BIOS was set to the correct time, I never managed to launch safe mode, black screen as well
Ctrl + Alt + Delete, nothing either.
So I swapped the SSDs and reformatted and cloned, and now it's fine for the moment
Since then, I disabled fast startup (I saw that it could be the cause)
