Go to https://www.usbdev.ru/files:phison/phisonrestore/

Download the latest software
for me it is:

Phison Format & Restore v3.1.0.0 [2010.02.15] ; Restore_v3_1_0_0.rar; size: 264,990 bytes

Press Restore

NTFS (for me)>restore
and there you go, the drive is formatted
