Images without further ado are a guessing game.
In principle, VGA does not carry audio signals and the direction indicated is HDMI to VGA.
Under these conditions, the audio is necessarily extracted from the HDMI signal output, precisely because the VGA device is not capable of reading it.

I told you what I thought based on your single image: the flow going from HDMI to VGA, we don't see how we would add an audio signal to HDMI (which already has one) to output it to VGA (which doesn't have one).
Therefore, the logic is that we need to extract the audio from the outgoing HDMI stream in order to retrieve it on a device capable of reading it (not VGA).

As your documentation indicates, this adapter connects to an outgoing HDMI port, like a PC, to display on a VGA screen, with speakers plugged into the jack port.
On a TV, most HDMI ports are incoming ports, except for one HDMI/ARC; this adapter will do nothing on an incoming HDMI port.

All TVs now have at least one HDMI / ARC port.
I'm considering purchasing a TV that has 3 HDMI ports (including one ARC) but no headphone jack.
I have devices (headphones, soundbar) that connect via a headphone jack.
So I'm looking for a male HDMI to female jack adapter.
Of course, connecting to the HDMI ARC.
