I lost the SD card that I was using with a Scenic 3, from 2009/2018.
How can I make a new one and update it?

You insert an SD card into the GPS, it will prepare it for you
Then, on your PC, you go to the TomTom website and download the data related to your car and its GPS

Whether it's integrated into the car or not, it's still a GPS.
Either we buy a ready-made map from Renault if they still have it, which is expensive (it would be cheaper to buy, for example, a Garmin Drive Smart 55 or 61 if we can still find one), or we create it ourselves, but we still need a PC with an SD card reader and purchase the mapping online.
The situation is even more complicated since there can be several different GPS models in the range; here for a Carminat, we should be able to find an equivalent procedure for the other models on Renault forums:

After several attempts with SD cards, I finally managed to purchase the France map, but it remains a mystery to me since they were all refused at first.
How can I make a copy onto a second SD card, just in case, by copying or restoring?

I don't know, it depends on the system.
On Garmin GPS, it's not SD cards but USB drives, and you can't download the maps unless you've previously initialized the drive in the car.
This means you can always copy the contents of that download or drive to a PC, but only one drive can be functional at a time, and creating a second one involves initializing and thus formatting it, with no certainty that you can later copy the backed-up system files, maps, and additional files (sounds, languages...) to it afterwards, maybe you can.
