Watercooling fan is not spinning properly

Hello,
I got a new setup recently and I noticed that the fans on the radiator of my water cooling system weren't spinning.
I have an MSI MEG S280 for an i9 12900K.
I tried disconnecting the fans from the water cooling connectors to plug them directly into my motherboard, and the result was: only one of the two is spinning.
I also checked the BIOS and only one is detected, the other is not.
Moreover, I also contacted MSI support, and they couldn't find a solution either.
Personally, I don't think it's faulty hardware because they were working fine at first, and it's unlikely that they would fail in just a few weeks (unless I really am just unlucky).
It's quite frustrating because my CPU is not being cooled properly at all... I'm on the verge of buying a new water cooling system, but it's not just that it's expensive, it's a bit of a cost.
Here’s my complete setup in case it helps:
- Intel core i9-12900K
- MSI RTX 3080 Gaming X Trio
- MSI MPG Z690 CARBON WIFI
- MSI MEG S280
- 2x16GB DDR5 G.Skill 5200Mhz
- Corsair iCue 5000X RGB
And I'm on Windows 11

it connects to the cpu_fan and is powered through a pwm hub

Don't try to understand, it's going back for warranty service; one of the fans is clearly dead.

Indeed, this pwm hub doesn't seem to be working either.
The fans were connected to this hub, and nothing was spinning when plugged into this hub.
It was only when connecting the 2 to the motherboard that I noticed that only 1 of the 2 fans was spinning.
