Scrolling issues with lines, pages, and photos

For the past two weeks, I have a problem that's ruining my experience with my PC.
As soon as I hover the cursor over a dropdown menu, the lines scroll by themselves to the bottom.
In the Windows settings, for example, when I go to applications, I put the cursor on the page and it scrolls down to the bottom of the applications list. When I right-click on a word to correct it, the correction doesn't stay displayed so I can validate it.
In a spreadsheet, as soon as the cursor goes over the table, it scrolls to the right, making it impossible to read the data.
In the word processor, when I go, for example, to the text size, the dropdown menu scrolls to the bottom.
When I open a photo, as soon as the cursor passes over it, it enlarges to the maximum by itself again.
If anyone has a solution, thank you in advance because if I don’t find one quickly, I’ll save my data and change the PC.

If you haven't made too many changes to your PC in the past two weeks, you can try a recovery.
Type "RSTRUI" in the Cortana search box.
Then click "Next", check "Show more restore points", select a point prior to the issue, then click "Next" and "Finish". The process may take some time, so be patient. The PC will restart.
