IOS 9.3.5 WPA3

Hello everyone,
I have a problem with my old iPad 3 running iOS 9.3.5 trying to connect to Wi-Fi on my personal hotspot created from my new iPhone XS running iOS 16.3.1.
I searched online and saw that since iOS 12, Wi-Fi encryption has been on WPA3, while my iPad 3 on iOS 9.3.5 only supports WPA2.
Knowing that I can't upgrade my iPad to a newer iOS, I've looked online for a solution, but nothing. No one is offering anything that would allow me to change the WPA2 encryption of my iPad to WPA3.
Can anyone help me? With a tweak via jailbreak?

I have a problem with my old iPad 3 running iOS 9.3.5 connecting to Wi-Fi from the hotspot created by my new iPhone XS running iOS 16.3.1.I prefer reading with punctuation (commas, periods,... etc), it's easier to understand.
In my opinion, your iPad 3 will remain on version 9.3.5. Not much choice there. However, is your iPhone XS using 5G?

If the iPhone only shares the connection with devices that support WPA3, it won't be sharing with many people.
I thought that WPA3 was backward compatible with devices that only support WPA2, but I haven't tested it yet, I must admit. It's like we negotiate WPA3 and if that doesn’t work, we fall back to WPA2.
Afterwards, maybe it’s possible to tell the iPhone to use WPA2, basically that it should be configurable?
And there you go, there it is ....
But misery, the line spacing is so annoying!!
