How to properly open a port (6881)

Hello,
every time I connect, Azureus or uTorrent tells me that my port is closed, I have a very poor download rate rarely exceeding 7 k/s and I can't seem to open that damn port.
Configuration: Windows XP Internet Explorer 6.0

    go to the firewall and open your port?

    It's already done, in exceptions, but it doesn't change anything about my loading speed in p to p.
