Error when sending messages abroad with Free

Hello everyone, here is my problem, I can no longer send messages abroad for at least a week, it shows me error 38, do you have the same issue or is it a problem with my phone?

    Hello.

    Download on your phone this Free app (Mobile config) there's nothing to do you open the app and it will instantly configure your phone with the correct SMS settings then you close the app and check if your error code is still present.

      I have installed the app as requested, I changed the location of my SIM card to SIM card number 1, I restarted my phone as instructed in the app, but the app still shows me this message.
