Windows Security Unable to open these files

Hello,
With Windows 11, some .jpg images open without difficulty while others, located in the same folder on the same hard drive, return the message "Windows Security - Unable to open these files - Your internet security settings have prevented the opening of one or more files."
I don't understand what the internet has to do with this operation and I can't find any solution.
The responses I find on the forum concern Windows 7 or 8 and are unusable with W11.
Can someone help me?

You can try to remove the ADS (Alternate DATA Streams) with the program

I downloaded and installed the ADS Scanner 2 software from Pointstone, then scanned the Windows files and the files on the hard drive.
Nothing was found. Probably because I had previously followed the procedure mentioned in my previous message.
But it was a good security measure and I keep ADS Scanner 2 among my available software in case of recurrence.

Check the UAC settings through the Control Panel > User Accounts > Change User Account Control settingsThen in Windows Security, Apps & browser.
Otherwise, we can completely disable UAC, but that makes the system less secure.

Disabling Windows security troubles me.
In Windows Security / Apps and browser, the 4 security features are enabled. Should I remove one? I will try when the issue arises again.
In "Default apps", .jpg files open with "Photos".
But why do some .jpg photos, located on the same disk, in the same folder, open and not others?
I found a temporary solution at:

Right-clicking on the file in question then properties.
Click on Unblock next to "This file came from another computer and might be blocked to protect this computer"Indeed, the troublesome photos come from old PCs ... but others that also transferred from PC to new PC open with a simple double click on the file.
The aforementioned solution resolves the issue on a case-by-case basis, but a global solution for the PC would be better ...
