Why is my ex calling me from a private number?

Hello everyone!
I have several questions to ask you.
I was with a guy almost 5 years ago and he cheated on me, so I ended the relationship and found someone else.
At the beginning of my relationship with this new person, I was receiving calls from unknown numbers. I would answer, and it was always the same voice (my ex's voice) asking things like "How are you?" or laughing... sometimes I would just hear him breathing, it was really creepy. Then he would hang up.
I hadn't received any of those calls until last week when I started getting the same kind of calls almost every day with the same voice.
I'm pretty sure it's him! What I want before filing a complaint is to expose him, to tell him that if he continues, I'll go to the police.
If you have any ideas on how to unmask an unknown caller?
And also, why is he doing this??? After almost 5 years?

On the technical side: you need to file a complaint to have a chance of finding out who is making these calls. Keep in mind that if the person is operating with a prepaid SIM card, it may be complicated to trace them.
You personally won’t be able to get that information.
Regarding the "human" aspect, this is not a forum intended for psychology.
