There seems to be a way, but you have to tinker (and speak English)!

It is reputed to be possible for Series II, but became impossible for Series III (Sony wanted to prevent bulk purchases on the Chinese market to then dump onto Western markets).
There is, however, a claim that a site would manage to flash the EEPROM for money, but which works when it has time and is in Chinese:
If the seller is official and did not inform you of this situation, not surprising that you got a good price, but it is safer to get a refund for non-conformity.
