Issue with new DDR3L RAM

Hello everyone,
I have a problem with my father's PC (HP Pavilion 500PC Series - 500-125efm) running Windows 10 - 64 bit.
It only has 4 GB of DDR3 RAM (4GB 2RX8 PC3-12800U-11-11-B1 - 1.5V) out of a possible 32 GB, so I ordered 2 new 8 GB sticks, but I didn't realize they were DDR3L (8GB 2RX8 PC3L-12800U DDR3 DIMM 1.35V).
I have done all the configuration manipulations I found online to get them to work, but I can't.
Is it due to the different voltage?
The PC recognizes 20 GB (but it shows 3.94 GB usable), which seems abnormal to me because when I remove the 2 x 8 GB sticks, I get the same usable value.
The manipulations done:
Setting maximum memory in MS config, disabling the automatic "paging file", I changed the slots for the different RAM, I even went into the BIOS but I cannot find the "Memory Remap Feature".
So I want to return the 2 new RAM sticks and get others, but I can't find any DDR3 8 GB 1.5V. Do you have any advice, please?
I can provide the CPUZ report of my father's PC if needed.

yes, as well. With only 1 of the 2 new RAM sticks, then both at the same time, but the computer wouldn't work anymore. It only restarts when I put back the original 4GB stick.

Mixing DDR3 and DDR3L sticks would only be possible if all operate at 1.5v.

Indeed, I was only looking on Amazon, old habits die hard :-) and I'm trying to find the exact reference since I don't know much about computer equipment and I only come across PC3L, DDR3L 1.35v, 8GB.
I'll look elsewhere then or make a choice from the links I received on the forum.

This motherboard supports frequencies of 1333, 1600, and 1866 MHz (But it's a shame to go down, it loses a bit of performance)
I've never heard of this brand, I advise you to stick with the "big" brands, there are plenty of options (G.Skill, Crucial, Corsair, Kingston, Samsung, SK Hynix, Hyper-x, Patriot, Micron, ....)
