Hello,
For quite some time now, it has no longer been possible to install Office Starter 2010; there seems to be an error related to internet connectivity, but that's not true. The issue arises from the fact that Microsoft has withdrawn Office 2010.
You need to:
1) In the Control Panel, Network and Sharing Center, click on Local Area Connection, then Properties, and uncheck TCPIPv6.
2) Close the window, then right-click on the Office Starter installer, which is still available, then "Troubleshoot compatibility." Accept the first solution (w7), then test the program; the software installs. Do not test again.
3) Download and run patch_office_2010_windows10_kb2598285.exe
4) Return to the Control Panel, Programs and Features, right-click on Microsoft Office 2010 Starter, choose Modify, then Repair.
That's it; Office 2010 Starter works, you can check TCPIPv6 again (the inverse operation of step 1) is recommended.
Do not attempt to launch Office 2010 Starter before steps 3 and 4; it won’t work.
Note that the work is significantly easier if you are working on W7.

Why make it simple when you can make it complicated...
Microsoft has indeed removed all versions of Office 2010, not just Starter, so you'll need to download the ISO from elsewhere.
The whole IPv6 story doesn't hold water; it just happens that Starter, like Office 2010, uses "Click To Run," which connects to Microsoft through this means: unplug the network cable or disconnect the Wi-Fi while the Patch takes care of it, and we talk about something else.
So nothing new under the Western sky, the installation has been described for ages, for example here:

Great, it works for me by disabling IPv6, which has nothing to do with it, but it works that way anyway. Thanks!

In fact, it's quite the opposite; historically, to become a contributor, you had to come up with a tutorial.
