I know even less about the situation regarding your vehicle since there are probably several depending on the year and model, so only general principles.
Depending on the model, Waze can be installed either as an app integrated into the multimedia tablet or from your phone.
In the first scenario, you have to start by checking the Android version in the tablet settings, which is often outdated: you will need to download a version of Waze compatible with that Android version.
Sometimes the tablets allow you to freely install applications, which is relatively rare, and there is usually an installation menu. However, these tablets are often so slow in terms of processor and RAM that they cannot run Google Play.
The alternative solution, if available for the model, is to download the app on your PC and then transfer it to a USB stick, but to place it on the tablet you also need an Android file explorer, such as MK Explorer (again, for the right Android version) does the job.
It should be noted that if you use the tablet for Google or Google Play, it needs to access the Internet, which it can only do via your phone, leading us to the second option.
We will activate Android Auto on the car's tablet (if it is not equipped, the problem is solved), then download Android Auto on your phone and activate it.
The phone is set up as a mobile hotspot, and it generally needs to remain connected to a USB port in the car unless the Android Auto connection can be made via Wi-Fi or Bluetooth.
I will download a version of Waze on this phone, which no longer needs to depend on the tablet's Android version, and I will "mirror" the phone on the tablet.
This process also has only relative interest if the phone is not connected to the Internet (and thus consumes data). -

This is the simplest hypothesis, but the car must be equipped with Android Auto and Android Auto must be enabled in the tablet's menu (it's not necessarily automatic, refer to the car's manual if necessary), and Android Auto must also be installed and activated on the phone.
