It seems curious to me that a retirement home does not have a pre-installed telephone system.
And that a simple intervention on the establishment's telephone exchange cannot provide an outside line for a resident.
That said, there is a solution, as long as one is not in a white zone, which is a mobile phone for seniors.

We can't stop a service two years before being able to provide another. Orange is a former public service and has obligations. If it's just for telephony, there are mobile networks now and unlimited voice plans for 2 euros a month compared to 19 euros just for a landline subscription.
And for the internet, they should provide a 4G box as long as they can't install a line.

But here it is, it's a nursing home, and as I told the Orange operator, before my mother, there was another person, and probably dozens before, and they all had the phone in that room just like the others. With each change of tenant, an account had to be created to assign that line; it seems simple to me, but no, it's over, Orange doesn't want to do it anymore, we have to wait for the fiber, deadline timidly announced as December 2022. you want to use an old number, it's definitely more complicated if the nursing home has a PBX or for a mobile line; if we start putting landline numbers on mobile lines, that complicates things.
