The Free classic plan is limited to 25GB of data abroad. I would like to know if using a VPN can make Free think that we are in France (where mobile data is unlimited in the Free plan) when we are abroad and connected in 4G via a Free partner operator (Vodafone in Greece for example).

the location of the mobile phone is determined by the antenna to which you are connected and not by your so-called IP.
And in any case, the VPN (or rather in your usage the remote NAT) allows you to hide your IP from other internet servers, but before it reaches the VPN servers, it goes through the operator, your IP is never hidden from the operator's view, whether you are using fixed or mobile internet.
The only thing a VPN hides from the operator is the content of the data being transmitted, but they can see how much data is passing through, where it comes from, and where it's going.
So basically, no.
