Device installation blocked by policy

Hello,
Following an issue with keys that were spamming on my Acer Aspire E1-531 laptop, I decided to buy and connect an external keyboard. So far so good, but the issue with the "3" key refusing to stop spamming persists. I ended up blocking the automatic installation of this device through a manipulation I cannot recall, and since that automatic installation has been blocked, I cannot install any USB drives, and even when I change the port for my external keyboard, it doesn't work (currently using the left side port)
Here’s what happens when I try to install the device when I receive this message

Then when I try to apply the fix, here’s what happens

      Good evening,
Thank you for your response, indeed I have resolved this issue, but the internal keyboard keeps flooding with "-------", which is annoying. Is there another solution to disable it (even though the touchpad driver may be affected but that's not a problem for me) so that the flooding issue disappears?

I don't know if it's a software or hardware problem.

        So, reinstall Windows?

Or at worst, have it repaired/replace the keyboard?

        I don't know more.

You can upgrade it to Windows 10: https://www.microsoft.com/fr-fr/software-download/windows10/
