Good internet speed but slow downloads

Good evening.

I'm reaching out to you about an issue with the download/upload speed of files.

It's horrifically slow! Impossible to upload a mini Word document in Gmail, to upload photos on WeTransfer, or even to download from various sites.
On my laptop with Wi-Fi, it works perfectly.

Here on my desktop PC, Dell OptiPlex 790, I can't do anything. Yet browsing websites works great.

I already tried starting it in safe mode with networking, but the problem persists. So it probably isn't due to antivirus.
The speed on speedtest.net is 5.36Mbps download and 0.14Mbps upload with a 10PING.

Unfortunately, the tower doesn't have Wi-Fi, but the laptop shows similar results.

Your speed is rather low, so it’s not surprising that the downloads are slow; your download speed cannot exceed 0.67 MB/s. Restart your router to see if it improves.

No, the problem persists.

I earned a tiny bit but it's still not possible to upload 3 miserable PDFs on Gmail or to download a small file.
Whereas on the laptop it is.

As for uploading files on Gmail, it's even worse given your speed of 0.14, which is 0.017 MB/s. With such a weak connection, your problem is quite normal.

But what I don't understand is that I just did tests on my network via direct Ethernet to the modem with a laptop and I am getting 70 Mbps download and 7 Mbps upload.

So my desktop isn't performing the same as the laptop. Is it a settings issue then?

I just found out.

My main ethernet cable that powered my switch was defective (even though it’s not old and was working great on other PCs)

Hence, it was fine over Wi-Fi or with the laptop directly on the modem (which I connected with another cable).
I changed it and now I'm running at 100mbits download and 7mbits upload (promised by the provider so that's great).

is your desktop connected via WiFi or directly linked to the box via Ethernet or powerline adapters?

Hello.

I am connected via Ethernet with a cable that goes through one Ethernet socket directly to the Bbox.
