INSTAGRAM "wants to send you a message"

Hello everyone,

When I click on the arrow at the top right (Message) and search for a person I know but who I’m not connected with on Instagram, I see that this person "wants to send you a message." I get a notification asking me to choose between Block, Delete, or Accept. When I accept, the notification disappears but comes back a moment later.

Note that neither of us is a public figure (I specify this because I saw a response citing this reason).

Do you know what’s going on? Does this person know that I have accepted to receive their messages?
