Hello,
I just received an email purportedly from Google, which I paste below - I am 74 years old and overwhelmed now - I use WhatsApp on my phone but with a Gmail address with no direct relationship to the address where I receive the Google email. Thank you for helping me understand and act if necessary; Thank you
"We associate your Google account with a country (or territory) in order to provide our services more effectively. This association is used to determine two things:
The Google company that provides the services handles your information and is responsible for complying with applicable privacy laws
The version of the terms of use that governs our relationship, which may vary based on local legislation
The country associated with your account will change in the next 30 days:
Old country: France
New country: United States
Keep in mind that Google services are essentially the same, regardless of the associated country. Furthermore, any content you may have purchased and the payment information associated with your Google account will remain unchanged.
This change will also alter the Google company responsible for your information and for complying with applicable privacy laws. Google LLC will now be responsible for processing your information.
If the country associated with your account does not correspond to your country of residence, this may be explained in several ways: you do not work in the country where you live, you have installed a virtual private network (VPN) to mask your IP address, or you live near a border. If you have recently moved, please note that changing the country associated with your account can take about a year. For more information about this association and how to change the country associated with your account, please refer to Google's terms of service.
The terms of service applicable to the way you use our services depend on the country associated with your account. You will find the applicable terms for your account after the country change in Google's Terms of Service, Play Terms of Service, and YouTube Terms of Service. If you use Family Link to manage the Google account of users who have not reached the minimum required age, please also inform them, as this country change also affects their account.
You can modify your privacy settings at any time in your Google account and view and manage your data in Google Dashboard.

I eventually contacted the CNIL because I believe I am not the only one concerned by these interventions from Google; at some point, regardless of our training, we are overwhelmed by all these new technologies that interlock and interfere; that's my case: 74 years old and overwhelmed!
The CNIL responded to me very quickly; I opened the suggested link and I am waiting for a response from Google; in a month I will contact the CNIL again and we'll see.

I don't think downloading WhatsApp is the cause of this.
I'm in the same situation with a Google account that I hardly use, and that's only used for Gmail.
Yet I received the same email, and the link to the terms of use already points to the US version!
I will keep looking. But my wife received the same message!
And in any case, I don't want my data to 'migrate' to the US!
For the data in migration, I believe it's too late the day I myself opened a Microsoft account.
If I log into Google Play (for the first time with this account), the 'settings' menu does not exist. Plus, in the thread https://support.google.com/googleplay/answer/7431675#zippy=%2Cpasser-dun-profil-de-pays-à-un-autre they talk about Google Play, but the link points to Google Pay!
Not very reassuring at all ...
Anyway, we're totally in the dark.

I received this email in response very quickly:

Thank you for contacting us.
You are inquiring about the legality of relocating your Google account to the United States.
After verification, I see that Google's terms of service state that:
“If the country associated with your account does not match your country of residence, it may be due to a difference between your country of work and your country of residence, because you have installed a virtual private network (VPN) to mask your IP address, or because you live near a territorial border. Please contact us if you believe that your country association is incorrect.”
Therefore, I invite you, as a first step, to contest the relocation of your Google account using the following form: https://support.google.com/accounts/troubleshooter/10082950?hl=fr
In case of no response, or an unsatisfactory response from Google within one month, I invite you to file a complaint with us.
For that, we kindly ask you to use our online complaint submission service accessible from our website www.cnil.fr, attaching a copy of your exchanges with Google.
