Let’s remember that Excel uses system settings for numeric formats. The period is not the thousands separator in France, but it is, for example, in Luxembourg. Depending on the choice made in the “Language and Region” system preferences panel, Excel will reflect those settings (including through the “Advanced...” button if specific customization is needed).

Otherwise, if one needs to use the period as a thousands separator outside of the general format (one might wonder what the interest would be...), one can create a custom numeric format in Excel as suggested by _Ritchi_ above, even if it remains a bit “clunky” as a solution...
