Steam throttled despite fiber

Hello everyone,
I just had fiber installed at home. I chose the provider Free.
I notice that although my Ookla speed tests show a download speed of 400 Mbps, my downloads on Steam, Chrome, Windows Store, etc... are very, very slow.
To give you an idea, I can't exceed 20 MB/s (that's my record so far).
What also surprises me is that the downloads start slowly (100 KB/s, then after 10 seconds I go up to 500 KB/s, after 30 seconds I reach 5 MB/s, and then it fluctuates between 8 and 20).
This is not at all the experience I've had with fiber until now. It's just awful... barely more powerful than my 4G.
Do you have any solutions? I got this new apartment for the fiber!

I should mention that I’m using a wired connection, that my Ookla test is perfectly fine (400 Mb/s), and that my PC is very recent (less than 6 months old and over-equipped (gamer)).
