HP 250 G4 Notebook PC extremely slow since always!

I'm counting on you!!! I noticed while rummaging around that many of you are particularly knowledgeable and more than helpful. Thank you for helping those who, like me, don't know much about this... or rather, nothing at all!!!
My problem is relatively simple to describe: I bought this computer about years ago. It has been used little, but from the beginning its performance has not been up to par, as it was extremely slow. I reported this problem to FNAC and even took it back to customer service to see what could be done. It has presumably been examined thoroughly and nothing unusual was found. Nevertheless, I am not satisfied; to be honest, I never have been.
This PC didn't cost me very much (about €450), but I was assured that its components would be sufficient for my needs, which are quite basic: internet, word processing, and not much more. To be complete, I note that I will need to use PowerPoint more regularly in the future.
As previously mentioned, I am really clueless about computers and I fear I will need to be guided step by step during the advice that may be given by some of you.
