Is Instant Gaming a scam?

I would like to share with you this experience I had with the Instant Gaming website, in hopes of finding out if anyone has had the same issue and if you have any advice to give me please.

I placed an order on 08/17/2020 for a PS PLUS subscription (365 days) on Instant Gaming, after which I received a code that had already been used.
As a response, I reported the issue to the support team, who asked me to contact PlayStation to find out the date and time of the code activation.
This is exactly what I did, and I received feedback from PlayStation stating that the code was activated on 08/16/2020, which is before I placed my order.

I re-contacted Instant Gaming support with all the information and proof that the code was activated before I made the order (order on 08/17/2020 and code activated on 08/16/2020).
Honestly, I received this response that I find really strange and feels like a scam:

After contacting the game provider, we received information that the code was used after your purchase. For this reason, we cannot replace or refund your code.

I would like to know if anyone has experienced the same thing and if you have any advice or solutions, please.

For my part, I am going to temper the positive opinions.
Until August 28th, I had no issues with about fifteen purchases, except for one PC game (Sekiro) from the wrong region, which was quickly refunded.
But after purchasing Doom Eternal, I discovered another side of this seller. The provided CD key was already activated. The support refuses to refund me. They asked me to provide, through Bethesda's American support (the game's publisher), the exact date and time of the activation of the code on their platform. This procedure is contrary to French law. I did it in good faith, and Bethesda indicated that they do not provide such critical data.
Instant-Gaming still refuses to refund me. Moreover, they do not respond to their obligations regarding information on disputes.
I have lost 30 euros and I will not buy there again. My only option now is to testify about their practices.
