Repainting a rusty satellite dish on rust

Hello,  Can I repaint my rusty satellite dish directly over the rust? It seems to me that I can do it, but with lead-free and metal oxide-free paint. Can you confirm this for me? Thank you for your response. Best regards,  Configuration: Windows / Firefox 79.0
