Unable to change profile picture

Hello,
it's been over 9 months now that my profile picture and Instagram bio are not working. When I tap on done to access the change, a message tells me
- "ERROR, We were unable to update your profile picture. Please confirm you have a working internet connection before trying again."
I want to emphasize that I have a perfectly working internet connection; I've tried with cellular data, I’ve tried connecting on a computer via the internet, uninstalled/reinstalled the app, and I've tried all the solutions I've found online, but nothing works; my profile picture and bio do not change.
Can someone please help me find a solution? This problem has been going on for 9 months!!!!!!
Configuration: Macintosh / Safari 11.1.2
