8 GB of reserved RAM - Ongoing issue

I'm posting my question on this forum because I'm out of ideas for my problem.

Context:
I built a computer two years ago. Initially, I only got 2 GSkill DDR4 4GB sticks at 2400 MHz. A year later, I upgraded the PC with 2 GSkill DDR4 4GB sticks at 2133 MHz (attention error on my part regarding frequency during purchase). Everything seemed to work perfectly until a few days ago.
While talking with my roommate while we were playing Borderlands 3, I noticed that half of my RAM was reserved by Windows. I therefore searched and took the following actions to resolve the problem.

Correction actions:
- Removed and changed the RAM positions.
- Started with a single stick, restarted the computer, and reinserted all the sticks.
- Tested different RAM stick slots on my motherboard.
- Modified the maximum processor and memory number in msconfig.
- Checked the detected RAM in the BIOS.
- Remapped the RAM.
- Installed the RAM sticks on my roommate's PC.
- Tested my roommate's RAM on my PC.
- Ran the computer with only 2 sticks.
- Positioned the sticks in pairs according to their frequency on the slot pairs.
- Ran lots of games to increase the need for RAM.

Results:
- My motherboard had two dead RAM slots. I therefore replaced it.
- The BIOS of the new board indicates that 16GB of RAM are available, unlike the old one.
- My RAM sticks work on my roommate's computer.
- My computer also reserves half of the RAM with my roommate's sticks (GSkill Aegis 8GB DDR4 3000 MHz).
- The reserved RAM does not unlock if we overload the memory.

Question:
Does anyone have an idea for solving this problem? I've gone through English and French forums. I still don't have a solution that fits my case.

- RAM: 2 x GSkill 4GB DDR4 2400 MHz
- RAM: 2 x GSkill 4GB DDR4 2133 MHz
- Processor: AMD Ryzen 5 2600 with Wraith Stealth Cooler
- Graphics card: Radeon RX 560 Aero ITX 4G OC
- Power supply: Seasonic M12II-620 Evo
- Hard drive: Seagate Barracuda 1TB
- SSD: Samsung 250G
- Monitor 1 & 2: Acer KG221Q
- Monitor 3: Sony KDL-20S3000 TV
- Keyboard: Logitech G213
- Mouse: Trust Gaming GXT 144
- Webcam: AUKEY 1080p

PS: I put everything, so I’m sure I did not miss a potential problem.

Configuration: Windows / Chrome 83.0.4103.97

I followed the step-by-step tutorial.
I can't find how to "Remap" the RAM in the BIOS of my motherboard (B450 Aorus Elite).
Otherwise, I did the rest, nothing has changed.

I looked in the device manager. The integrated graphics card does not seem to be enabled.

I tested different combinations of RAM. When there is only one RAM stick, I have the full RAM available. With two, half of the RAM is reserved.

Normally my motherboard is up to date.

Have you reinstalled Windows after changing the motherboard?

If not, Windows has kept a record of the defect from the previous motherboard and it won't get better unless someone can tell you how to reset the settings/registry

And even if... that wouldn’t be a good idea because even if we could do that, it wouldn’t clean up everything leftover from the previous one and it wouldn’t install the appropriate drivers by itself either.
In short, it would be "messy" hence unstable, etc.

Well... I tried to reinstall Windows directly through Windows. It didn't change anything.
I reinstalled Windows using a bootable USB drive. It didn't change anything.
I bought a new Windows Pro license and installed Windows Pro. It didn't change anything.

I'm out of ideas on my end.

I updated all of Windows. It didn't change anything.
I'm tackling the motherboard BIOS update tonight.

Very difficult case, several options are mentioned on the forums, each PC has a different solution!!!

One topic states that it might be better not to use dual channel, or that the motherboard only accepts certain RAM sticks on one of the channels

Is the detection and frequency of the RAM set to auto in the BIOS?

I just checked the BIOS, and it is indeed up to date. Everything seems to be in perfect condition to operate.

I am being careful to place the RAM sticks in Dual Channel in the correct slots. That is to say, I have my two 2133 MHz sticks in DDR4_4 and DDR4_3, and the 2400 MHz ones in DDR4_2 and DDR4_1 (according to the manual, page 9).

I will check the BIOS again for detection and frequency.

All parameters are set to automatic.

The RAM detection in the BIOS shows that there are 4 sticks of 4GB, totaling 16GB of RAM.

The frequency is set to 2133MHz.

I just tested my roommate's sticks (2 x 8GB DDR4 at 3000MHz). Same result, only half of the RAM is available.

An idea came to me. I booted Ubuntu on my PC to see if there had been any changes. Nothing. I still have the same issue.

I just retested the RAM.

I tried putting my roommate's two 8GB sticks with two of mine. I made all possible combinations. Nothing changed.

I tried putting just one of his and one of mine. Same result, nothing changed.

I just saw your message Redbart and made the necessary changes. The problem is still there.

I tried connecting only a keyboard, a mouse, and a monitor. The problem persists.

I plugged the PC into a power outlet by itself. That doesn't change anything either.

The problem has been found. I went to LDLC.
They identified that the issue was caused by a defect in the processor.
It needs to be changed. I don't have any more explanations than that.
