Moving pixels on export

Hello,
I need to export a file created in Illustrator CC at a very small size (20 pixels x 20 pixels).
I draw my image as follows:
and I export it with the following settings:
The exported image is very small, as I wanted, BUT I have a huge problem: it does not match my original image (here's a zoom on the 20x20 file):
You can see that the green rectangle in the center has spread over the red part on the left.
And yet, each rectangle is no larger than what is visible in the image in my Illustrator file, as you can see when I select them:
I have tried merging the two red rectangles together, and it makes no difference. The only thing that gives me the desired image is to place the red rectangles above the green one in the layer. This makes no sense since their size is correct initially! So I risk getting caught out on every export, especially since this image is simple, but I will have more complex ones where it will be much harder to notice this kind of problem.
I have many images to export, and I can't check them one by one just to see if the export was successful each time. I need all the pixels to be uniform and the output to be the best quality possible (no blurry jpg quality).
Does anyone have a solution?

Illustrator is a vector software, when creating there is no notion of pixel...
And since you can't split a pixel in half in a bitmap image... if one of the dimensions of your rectangle is not a whole pixel value, saving it as an image will modify its dimension.
I think you need to get out your calculator and find the right size to make your rectangles an integer value of the pixel...
Create a 20x20 grid and color the cells... in theory it shouldn't change... but it might not have the same effect at the base.
